The Treaty
of 1886 with the United States was still the only ex-
isting Extradition Treaty and the Japanese Government
did not consider it satisfactory.
Germany has the
benefit of this Treaty by a provision in the Protocol
annexed to her Consular Convention with Japan.
Mr. Miyaoka pronised that in two or three months'
time, when the negotiations with Belgium and Holland
were somewhat further advanced, he would let me have
a copy of one or other of the drafts confidentially.
